Why is it that some home owners can clearly violate the standards and nothing seems to happen?

We were told we could not have a bench out on our front lawn and promptly removed it and moved it to the back.......our neighbors all said we were nuts & should have just left it there as nothing would happen but letters and empty threats...some of us used to sit on it in the mornings and share tea & the newspaper.....I see other homes with items in their yards which are much worse than our bench......guess they don't take the warnings seriously (if they get any).....which appears to be what we should have done..........

I saw a tape of a CROA meeting where they were talking about how long, drawn our and expensive the process is to go after home owners - and some seemed to have serious violations.

My daughter got a notice because you could see her pink curtains through her open blinds - meanwhile her neighbor has an overgrown/unkempt yard and moldy walkway which have been that way for a long time.........
